Iran is willing to reinitiate atomic talks with Washington on condition that it is approached with "dignity" and "respect", Tehran's top diplomat has announced.

Abbas Araghchi declared exclusively dialogue was effective, and revealed new appeals had come from go-betweens to resume negotiations with the US government. He asserted Iran had zero secret atomic facilities, and Iran could not yet authorize the global atomic watchdog to access bombed nuclear sites for security reasons.

Navigating a Difficult Path

The foreign minister is navigating a difficult course since Iran wishes not to appear to be acting from a situation of disadvantage, and he emphatically stated that Iran had arisen stronger defensively and psychologically from the coordinated strike on its nuclear sites in June.

He was speaking at a security conference in Tehran where he restated that Iran had "an absolute privilege to refine atomic fuel on home soil that it will perpetually retain" – the primary cause of the impasse in the earlier negotiations.

Earlier Talks Suddenly Concluded

The earlier sessions of talks between the US and Iran were brought to an abrupt and hostile termination on 12 June when the Israeli government, with American backing, targeted Iran's enrichment centers in a fortnight-long engagement that concluded with the American leader asserting the facilities had been eliminated. Afterward, EU nations exercised their authority to reimpose global restrictions, but Iran asserts they have not had a major impact.

Ideal Resolution Suggested

Iranian officials said they felt they had achieved a "magic solution" to the nuclear fuel concern in previous talks, when it was decided an domestic cooperative with American involvement could enrich uranium. Each party would have been able to assert triumph since domestic enrichment would have remained and the US could be assured that Iran's enrichment initiative was exclusively peaceful.

It had not been settled in the talks that US nuclear scientists could work inside Iran, but that was a logical implication of the consortium proposal. Representatives stated three times they had achieved a deal with Washington's diplomat the US official only for the arrangement to disintegrate due to "opponents in the US".

Current Situation

Iranian officials stated the consortium offer was now off the table, but it seems quite possible the suggestion could be reintroduced in various formats if negotiations reopen.

In his remarks to the conference, intended to paint the US as a controlling nation that abuses the concept of global regulations, the foreign minister declared the two-week conflict revealed the conflict could not be settled by military means. He stated the attacks began with a American requirement for an unconditional Iranian surrender and ended with an absolute demand for a halt to hostilities.

Iran is convinced the initial Israeli attacks were mounted with total Washington understanding and coordination, making confidence challenging to restore.

Diplomacy Continues the Primary Solution

Araghchi declared: "It was not Iran that had fled diplomacy; it was the United States and the western countries that had consistently attempted to enforce their will during the talks. Diplomacy can still be alive and stays the primary resolution to settle disputes, but its requirements, guidelines and tenets must be adhered to."

"If they address to the Iranian people with the approach of dignity and honor, they will get a reply in the equivalent language."

Restoration and Reconstruction

In what is portrayed by Iranian officials as the conflict of restoration and reconstruction, the foreign minister said he was assured Iran's military capacities "are much stronger than before 13 or 14 June of this year. All our capabilities have been restored. We gained multiple understandings from this war; we have come to know our personal limitations and the weaknesses of the opponent."

He continued: "We successfully passed this war. Our enrichment knowledge, which they planned to eliminate, stays intact. The sites and equipment, if eliminated, will be restored; what is crucial is the determination of the nation of Iran and then the unity of the country that they targeted, but were unable to break. The citizens of Tehran have become more resilient, more united, and more backing of the administration and the state in the face of this attack."
